Evacuation Drill at ANOETA Stadium (testing & evaluation)

Exercise Anoeta Stadium – December 6th, 2015

A light version of the final demonstration was performed in ANOETA Stadium on December 6th 2015 in two stages. During the morning hours, 90 volunteers, consisting mainly of stadium personnel and security personnel, participated in this experiment.  Different scenarios which may occur in a real evacuation were scripted and enacted during this experiment. To encourage natural reactions from the crowd, the details of each scenario were not disclosed to the participants. Participants followed a series of general guidelines. In the afternoon hours, about 30 volunteers were available for scenario exercises consisting mainly from members of the eVACUATE consortium and friends. The group of volunteers included one elder person (80 years old) and two children (4 and 6 years old)signed the consent forms and were divided in natural groups with a specific leader and assigned behaviour. The volunteers acted in about 12 different scenarios, coordinated by ITINNOV and they performed the exercises perfectly. 

The main systems that were tested and demonstrated in the specific exercise were:

  1. Common Operational Picture: DXT showed the COP to two representatives of the Basque police and the responsible person for security of the stadium. The following functionality has been discussed: a) Stadium overview with evacuation routes, location of police and service people, location of helicopter. b)Inside view (different levels) c)Example of METB with simulation of people running, d)Example of METB with evacuation time. They showed their surprise with the capabilities of the COP and they stated that it would be a great advance in security terms
  2. Visual, Hyperspectral and thermal Cameras: Recordings perfromed with two visual cameras, a hyperspectral camera and two thermal cameras, watching one of the exits and most of the seats in the stand where the volunteers were sitting.

  3. RFID equipement:RFID equipment has been placed by TUD in one of the exits (ticket gate 2) In total 5 volunteers got tickets and were asked to hold the ticket in front of the readers and pass through the gate, only one way (way out). One volunteer for each code (handicapped, adult, child, baby, pregnant women). The readers were tested before the exercise for two ways.

The volunteers took their tasks seriously. They were not laughing or talking too much during the exercise.  People were acting in groups, according to the instruction cards received from the eVACUATE Team.
